Thanks for the report, but does this prevent the link from working correctly? If not, I'd say this behavior is probably correct. Without being able to cite a source, I would assume that it's acceptable to percent-encode characters in the fragment part of a URL.

Closing this since functionality doesn't seem to be affected, and there's been no response.
